An local architect is a good person to ask to see how likely it is that the variance will go through.Also, when applying for a variance you have to publicly announce it (in the paper or with a sign on the property) so any neighbors who may object have the opportunity to do so.

I'd wait until I had a signed contract to do the title search, and then I'd let a title company / title attorney / closing agent do it.

For good tenants who were leaving a few days early, I'd work with them, do the walk-thru on the day they left, leave a sign in the yard saying available on the 1st, and add any rent credit in with the return of their deposit.
