I am a firm believer that rent control creates slums, and contributes to the deterioration of property.  

I, too, am brand new to this side of investing but am eager to learn as much as I can from the awesome people here.

I'd suggest you identify one or two firms of each type to get a feel for the nature of the services available and the differences in the companies themselves.  

I'm a soon to be CPA from Chicago and I have an opportunity to move to Dallas within my firm.

They may be willing to certify title from the professionals that they already know and trust, but probably not from a simple investor without the requisite background.In past lives, I have been a large-firm real estate paralegal and I was also the manager of real estate analysis for a title and zoning research firm that did work nationwide on infrastructure projects.

My friend who will be joining us is a junior architect working at an architectural firm and is able to help with the paperwork and regulations.
