If you use the PAR seller's disclosure form, it includes everything in the state's minimum seller's disclosure form PLUS a bunch of additional stuff to disclose that is not required to be disclosed under the PA law.

Make sure you disclose your lack of ability to refinance properties for a while to the sellers though so they understand the risks involved.If you can't widen your search or are uncomfortable disclosing the risks to the owner finance sellers then I would err on the side of buying.

Look at your agency contract with the broker, if the training charge is listed as a drawing expense arrangement, then yes they can, if it is not disclosed in writing, then they are just messing with you IMO.

And just from a decent-person perspective if you do plan on shuffling tenants around when renovating,  make sure to disclose your plans up front in writing, and offer newly renovated units (at or very close to market rate) to qualified existing tenants first if you are asking them to move.
