B) Charge a flat rate per month because it can be a real pain collecting utilities when they come due.

It was a real pain for nothing. 

I would not talk specific numbers because those may change as you start to understand who is a pain and who is saving you more than that $50/month by taking great care of things.

I have a full time job, I have to go into work and be there 8-9 hours a day...what a pain in the butt.

I recall I still had some unused deductions in the holding account when I sold the property and it was applied during the sale, which made recapture a little less painful. 

Very pain free and knowledgeable. 

The listing said the property was landlocked, however I knew it's illegal not to have access to your property in Washington (it's just a pain in the rear to make it happen - go through court, lots of time and money).

But after that painful lesson, my practice going forward is that even for investors, I will require an exclusive Buyer's Broker agreement. 

We put a new coat of pain in the areas that needed it, painted the kitchen cupboards and that was about it.
