An local architect is a good person to ask to see how likely it is that the variance will go through.Also, when applying for a variance you have to publicly announce it (in the paper or with a sign on the property) so any neighbors who may object have the opportunity to do so.

For good tenants who were leaving a few days early, I'd work with them, do the walk-thru on the day they left, leave a sign in the yard saying available on the 1st, and add any rent credit in with the return of their deposit.

Not sure if you've already found your 2nd roommate, but once you get your lease prepared for the new guy, I would suggest you also go ahead and have your friend sign one too.
