It is all based on what their alternatives are and those are limited by zoning, constructability, ability to lease, and most importantly radio frequency needs.  

If it turns out that you don't qualify for scholarships for one reason or another, consider community college as a strong alternative.

Given the current standing of lumber prices an alternative is to install a vinyl fence, that's finished on both sides and there is some good quality ones out there just make sure you don't go with cheapest as those can and will blow over and dogs can and have ran straight through those panels before.
