I think you formally put her on notice, either by way of e-mail, text, or a mailed letter.

Direct mail can have great results, you just need to be diligent with it.

. - you probably already know this, but in addition to the spot on advice you recieved about filing a report, be sure to document all conversations and ... you'll never regret using certified mail and email to formally correspond to tenant.Be in a position to prove that you made a timely response to tenant's safety concern.

Now she does not respond to emails, there is only voice mail on the telephone and no-one answers the door. 

I'd be shocked if there wasn't an e-mail from the "Turnkey Provider" to the lender saying "OK, you may proceed."

So currently, I'm listing her name and both brokerages on this complaint form I have to mail in and the address of the legitimate brokerage (since I can't find the address of her brokerage).
