The tubs drains were improperly located, which made the bathroom a foot longer, but we lost a foot in the laundry room.

Very soon the bathroom becomes unclean and the bath tubs get moldy.

And I feel rather unique since I am technically a smaller woman with health issues so I do have to push myself and work harder than most ppl who feel normal.

This is instead of a regular tank heater and an on demand heater for the tub.

That being said, if cash flow is not a top priority and their goal is to build a longterm portfolio with solid equity, then Sacramento is an excellent market as its in this perfect nexus of having a strong employment base (government, health and education) and being a mid point between the Bay Area and the Sierras. 

I have my suspicions that it may have been a mild hoarding case (seller had stated mental health for selling, was unoccupied for 18 months although there were Ramen noodles and some other items that had expired years ago in the cabinets.) 

They are already ignoring you no reason they will respond from a letter.You can also post notice that you and/or the city are going to do a health/safety check as you are nervous that maybe they are not well.
