In the future you could ask the wholesaler to execute a double closing to help alleviate the problem. 

I guess one way to change that may be to lock them up at the house and have the tenants carry them to and from the dock in the future. 

They are gross, I wouldn't want to live there either- but if you get a pet and you don't own a home, that is what you sign up for.And then, finally, just as you are about to give up... along come your future tenants who are so happy to live in a clean, no pets building.

All pumped by money that people don't have, created out of thin air by the fiat currency system.. 

Tampa Heights in particular is booming, many commercial offices, apartment buildings, and restaurant/bar areas are currently being built, or are approved projects for the future like you stated. 

Are you looking at a fixer with hopes to rent in the future?

My strategy might be a little different but I do believe you are correct -  this area has a very serious future.
