Look at purchase price and T12 NOI.  

If the buyer that purchased your condo purchased it as an RE investment I question his intelligence.

For a property that needs rehab, you will need an interest only loan (generally a 12 month term) that funds up to 90% of your purchase + 100% of your rehab.

I purchased in 2019 and there was certainly a learning curve (understanding county rules and code, getting to know the local renter demographic, dealing with a limited pool of service providers in the area, understanding fire risk and mitigation; etc).

It really depends if you can get a great deal on the purchase price, and yes adding value seems to be the smartest play.
