Is a notary in the US a public authority?

The difficult part was getting the housing authority to give us clear guidance on what we would need to do in order to meet their standards and pass inspection once the work was complete.  

Where I live the home has to have a passed sewer inspection done by the sewer authority within the last 5 years of the sale.

This is a specific dollar amount that gives the PM authority to make repairs up to that point, but requires your approval for larger expenses.

I want to work with him but I do not know how to approach the partnership on an official level. 

Have you given the PMC authority to spend ANY amount of money on repairs they want?

You might also consider, if you have time to burn, digging through the case files for the foreclosure and trying to trace the threads to determine the current authority to sell the property.
