It would be very difficult to run a test of 20 bandit signs with individual phone numbers, with slightly different sign designs to calculate what version of the sign works best, and which of the 20 unique phone numbers (representing a unique area the sign is placed) increases the conversion rate, The variable of signs being removed makes this even more difficult to know with a high degree of confidence.

Another tip, which you may or may not want to bother with: if the mail says "first-class" or any version of "service requested" ie change service, it can be forwarded.

@Jeremy T  good idea, split test the classic version against any other form of direct mail. 

I hope this doesn't sound stupid but you are referencing specific versions of the letters and cards.

Their is a free version on the marketplace but I think it limits you to 10 stops.
