That appears to be wrong.Second, I am not sure how you will be able mortgage out for 100% of the money invested, even with a refi (Fannie/Freddie limits cash out refi's on MFR to 70%LTV, purchase to 75%LTV).

Generally, in Los Angeles, in non rent control areas, on month-to-month leases, you can give a 30 day notice to get them to move out.

You may also follow the Florida State Statute on abandoned property and opt to post a bond with proper notices and through the courts obtain title to the car.

I have never once asked for money on BP  so right there I know its bogus..and again to reiterate there are not lenders loaning money at those rates unless its a US chartered bankEven aside from complete scammers, I notice on forum posts lots of people offering to help.
