Check each city + SB County websites for lots of good info, read posts here on BP, go spend a weekend up there getting to know the areas, call local agents and ask questions, etc. 

Tied up in all that is a substantial investment into my website, that does bring in income (I teach online all over the world) to bring in more students via a marketing and a rebranding effort, but that would open up a cash flow, every month, in and of itself. 

He had a solid podcast, YouTube videos, a website, and everything looked legit.

Luckily for me I know how to look at the inspection report as it is updated live online at the county website.

Any recommondations for a website, form or formula that I could use? 

My reading of the website is that a 6-foot fence is fine as long as you have a Zoning Permit. 

However, I have struggled to find books/resources on this sort of RE (which is probably a good thing) - does anyone have any recommendations on where I can find any podcasts/books/websites/etc to shorten the learning curve?

They also have a great website and sample forms.You can buy the Landlord Package from Biggerpockets ($100 or upgrade to a Pro account and it's included) and that will give you the lease and some other handy forms that were developed by actual investors and vetted by state attorneys.As for the tenants, I recommend raising the rent with 30 - 60 days notice.
