We are dealing with three aspects; legal, ethical, moral.So, as each situation is somewhat different, the answers may also differ.What makes legal enforcement so difficult is (1) intent is difficult to prove and (2) violations of licensing laws are usually not a high priority crime.BUT, even if one is a licensed real estate broker, is making an offer on a property to purchase, with no intent to purchase, illegal?

I mean talk about no skin in the game. it was accepted practice here.. but that went away about a decade ago.. and you still get folks trying to give you 1k on a 500k deal LOL

If they have not assets ( people don't care about a counter-lawsuits if they don't have any skin on the game), any attorney can pick up the case and claim you damaged their property, go for moving expenses, etc.
