A quick web search looks like Montana is pretty lenient on disclosure forms, but you should check with your local real estate experts to be sure.If a buyer learns of it I would certainly expect them to want a discount or to shy away from the property.

I'm not super familiar with every neighborhood in Spokane but am a quick study.

Two the same inside and out, one is next to a tear down/cemetery/busy street/industrial park/etc and the other one is on a beautiful quiet street in a great neighborhood.

Go to similar subdivision, neighborhood, and price range see what other builders are offering.

I am not sure if good deals can be found in NYC or most parts of Northern New Jersey, and I would like to stay clear of class C neighborhoods if possible.

It is in a neighborhood you have identified as an area you would like to invest in.  

I would search 15-20 mins away like the east English village or harperwoods area.

If you know the neighborhoods already, that can give you some idea.  

I'm searching for ways to partner with a syndicate sponsor.

Just to add more to this conversation, I decided that I should do much more research because the consensus opinion on this board seems to be that I should not buy my Seller's property.The opinions seems to be that I will be Risking fines to it can potentially be unethical.However, after doing some searching, it apparently happens quite often.
