The historical society  can dictate structural work, paint colors, things that change the appearance of the front of the home (including new energy efficient windows, etc), and in some districts even the landscaping.

If you're looking for something you can turn into a rental once you PCS you need to look at purchasing in the districts with great schools.. i.e. greenwood, CG, Carmel, Noblesville, Bloomington, People will pay more to live in those areas and you can most likely cover your expenses with a renter after you move out.

They really want to rent the property because of school district.

In where I live, people literally move to specific top school district for 4-6 years so kids can get the best high school education. 

We are rehabbing this home to downsize to and then rent out our bigger house which is in a desirable school district.

It's walking distance to everything (hospital, huge malls, shopping area, international schools), it's within a rising business district (lots of companies are transferring offices here), it's beside a national park (no other building will obstruct its view), and the business district where it resides is sandwiched between two major business districts.
