Reassessing Taxes, pricing to reassess, Cook County Illinois

I am looking to get my rental property taxes reassessed to increase my CAP rates. All my properties are in Cook County. I have been interviewing companies and have narrowed down a few. It seems that most charge between 20-33% of your year 1 savings. Does this seem too expensive? I would love to hear some of your success stories and input on pricing.
