And of course your primary stated goal if questioned isn't to have them out, it's to ensure there is no possibility that they still have stuff in there when the cleaner shows up, you want to ensure nothing could possibly be stolen.

To ensure the seller gets all of their money, put in a 100% prepayment penalty clause in the loan.  

Then when you scale up to 100 units, the work is actually LESS because a 100-unit apartment complex can afford a full time property manager and a semi-full time maintenance manager. 90% of the drama is gone and all you do is manage the property manager and ensure you increase its value through smart capex.

I should have vetted contractors better to ensure there was no grey areas on the scope of work.
