I am running numbers on the property I got surveys and plans in and permits that have expired my dream of giving my kids two places.

If you don't get any additional feedback, you should be able to call the City of Phoenix Planning Dept and assess the overall process, timeline, fees, and feasibility fairly easily.

I've been consuming as much content from BiggerPockets the past 6+ months to plan for an earlier retirement than I initially thought possible.

What are your long term plans for the property? 

I have about 50k liquid and plan to get closer to 80-90k by the end of this contract.

While most medical professionals are good about planning for the future, the nature of how contracts get filled and where that takes the traveler often happen last minute. 

If you're looking to aggressively grow your portfolio, then I would put as little down as possible (hoping that you're not planning on living off the rental income any time soon).
