I was thinking about getting business cards, but I don't yet have a business name, LLC, website, and only have a cell phone as of right now. 

BBB is a marketing company and subscription based, its not really a government regulated body, vet via that (ie. your local contractor's board, his insurance bond company, etc.)Very likely to happen, you need a Construction Attorney.

You can simply get a cell phone and list it in the 411 by paying a fee online.

First and foremost before you invest any Brain cells o would find about the utility situation .

I would be more than willing to use my residential construction background, young and able body, or automotive skills to provide value to the relationship.

If you're using some sort of callrail or sideline number (I would highly suggest not having your personal cell phone number on the sign) then there's really no way for them to track you down and fine you but you would still want to take the sign down if called.Putting them up Friday evening and taking them down Sunday night is a solid idea and that would be a great way to capture areas that would normally get the sign pulled ASAP - Scottsdale, Tempe, ChandlerThe further west you get into Phoenix you'll see multiple signs on every street corner.
