@Frank Rodrigues: I own a duplex in Dana Point, but if I went out of state, the most important piece would be cash-flow and property management since CA tends to appreciate well (50 year average is 7.3%), but doesn't have the same cash flow at all that other states can provide.

I hope all your ventures are going well,I am beginning a new construction project and was wondering what the average cost is for site prep.The lots are flat at .023 acres each.  

*IF* over the next 5-7 years, this appreciates an average of 3% per year, I've done what I needed vis a vis ROI.  

Recently rents have been averaging 1/2% of the purchase price.

The average home price in Mira Mesa is around $850,000 so I will assume you are comfortable with those prices.

ON my personal stuff my average exit price is about 650k for the product we own build and sell !! 

Currently, the reservations are averaging $2500 net a month.
