@Kelly ConradBefore you evening arrive at building/fire code requirements (access, egress, ceiling height / fire separation, etc), your first requirement is zoning:  does zoning allow for the additional unit and does the property meet the zoning requirements (size, available parking, green space, etc) to allow an additional unit.

This being a 2-4 unit property, you can arrive at what the "appraised" value would be by comparing it with the most recent sold comps in that area.You could try checking to see if the units are rented below market value to see if there is some way for you to increase the rent down the road.
