Puerto Rico Tax Liens: Need Information!

I'm going to Puerto Rico next year & am in need of information on their tax liens/deeds/auctions/everything.

I am also curious about their forclosure auctions and possibly buying distressed properties for cash. 

This first trip will be for gathering info & scouting out the neighborhoods & getting a better understanding of how things work down there.  Can anyone point me to the right direction to get information? 

I know I'm not slow and my google skills are good but I can't find squat (unlike the US Virgin Islands gov. website---they got all their information easily available!).

Also can anyone recommend any real estate attorneys there?  Me & my team will want to meet with one the day after we arrive. 

(I am not a vulture.)
