When should I request the tenant files, only after it’s under contract?

@Emma PowlinAny contractor can give estimates for remodeling, but does the contractor know/understand the unique paperwork, compensation structure, draw request process, change order process, allowable items, required items, etc.? 

At move in, I introduce tenant to owner, turn over keys to tenant, they deal direct with owner from there to pay rent and request maintenance.

Also not surprised given their podcast has become so popular so that they're getting 40-50 deal requests/month.
