Purchasing Property w/ Tenant in Place

I'm considering putting an offer in VA with a tenant in place. I believe they are paying market rent and have the option to terminate or extend upon transfer of ownership. I'd like to keep them in place as long as they are responsible. When should I request the tenant files, only after it's under contract? Should my purchase agreement have any provisions to access these tenant files? Appreciate any insight as to how others would approach this scenario. Thank you!
