Biggest downside to property is that it was built in 1923, but it looks decent from photos (haven't had a chance to check it out in person yet).

The letter received states that "instead of obtaining a judgement and receiving the property that way, it might be better for all parties to mediate a purchase", where the back taxes and everything else is paid by buyer and seller received a nominal sum ($2500).Question is:  Why would someone offer this if they are already on their way to obtaining the property through the lien foreclosure process?

Since it is a multi- family already you shouldn't have a problem converting the basement, as long as you meet Building codes. one way to cut utilities, run separate meters and have the tenants pay for their own, Install new more efficient Mechanical's ( furnace, hot water heater, washer /dryer etc. ), replace old windows with new more efficient windows, put timers or photo cell lights on the exterior so they are only on at night.

My intended plan is as follows:1- research property and crunch initial numbers2- partner checks out the property and provides detailed feedback including video tour or detailed photos, help make decision on putting in an offer pending inspection3- I'll come view the property with an inspector This will be my first investment so I'd appreciate any help and feedback along the way
