In San Diego I believe rents can only be raised by 10% per year (or 5% + local rate of inflation, whichever is lower)The idea of evicting a long-time tenant is awful, but I realize being a landlord involves difficult decisions and the real estate business is a business.Thank you for your thoughts!

For free resources and data, websites like the, FRED, Statistica, YCharts, Trading Economics, and Local government or chamber of commerce are great places to start.

The  local power company and Energy buyer contracts are set, land-lease contracts are set, and the solar equipment are all in place.

You could also talk to some local wholesalers about what you want, and they can start looking for fixer uppers matching your criteria.
