These figures are put out by Realtors and builders usually to form public opinion and generate business, if prices fall, it's time to buy, if prices are going up, it's time to buy now.Marketing public opinion and attitudes I'd say and totally useless in reality to a RE investor dealing in a local market.

My lender lumps all my debt together, including rental property, and then performs a DTI using 80% (I recall) of the revenue generated from my rental income and inculudes that as regular income.

A lot of these families also work and they have lots of cash because they dont trust banks, so the income is there you just have to learn to get it from them. also, If you think of the labor force that the lower income areas generate you can get lots of help because in my experience they usually work as construction workers or more menial jobs that are essential to some real estate investors.
