Wholesale property

I found a nice property in a low income area, the owner will not sign a contract with me. Its a great opportunity for someone to turn this into a duplex and generate cash flow. Its not on the market, the building is completely open so you can build it out however youd like, it also has a huge lot next to it that could be rented out or put a mobile home or two on it.

What should I do?
