My thought is to add that the option only is callable given that "event X" has in fact taken place (i.e. final municipal sanctioning, etc.), and I would add that the owner is free to sell to any (non-developer) buyer during the option period, contingent on extending my firm a first right of refusal.

The only "legal" lease breaking that I know of that is sanctioned by the government is that of military members, who are ordered to new bases and assignments and are usually allowed to break a lease for that reason.
