Yes, there are exemptions to Fair Housing regs when owner occupants live in the property.

Just because tenants pay rent does not mean they are exempt from breaking lease.

This link says the landlord is exempt from the tax if the lease is for 6 months. 

Building codes will likely be more stringent, requiring things that an older building may be exempt from because of being "grandfathered-in."

I remember a section in my license course that mentioned a section of landlords that were exempt from the fair housings laws.
