short of buying in the Hoods of America which is NOT passive .. you have to look at what cash flow is there for the average investor to start and once you run the numbers you will come to realize this is a LONG game.. the way to scale is you have to create equity then turn that equity over and do it again.. if its simply buy rentals that cash flow 200 a month with max debt .. then its simple math how many of those do you need.. and how hard are you going to have to work for that.. and how much debt are you taking on to achieve it..
