In my opinion, I wouldn't worry as much about cash flow and just make sure your PITI (principal interest tax & insurance) less rental income is less than you would pay for rent in that particular area. 

I've done plenty of rehabs/flips and couldn't care less about your personal flooring costs or construction costs.

Many lenders dont care, as long as the note is paid. 

(I am not sure of this since they clearly do not care about rules.

I recently found out that after a kidney transplant, the anti rejection meds are 5k a month an insurance does not cover it.

I decided not to replace the carpet and vinyl plank (insurance was allowing to replace all plank throughout the house as it was continuous).  

This also may make a good property for insurance placements.
