I assume you have a security deposit also transfered at closing but with inherited tenants unless you have a move in checklist it is hard to charge for damage.

As for rent increases, a) are there rent control laws in the town where the property is located; and b) if you raise the rent too high, the Tenant could conceivably sue you for Constructive Eviction. and seek damages.
