Can you shine a light as to how you pan out?

Most of these tiny homes have composting toilets and are usually bill to not need any type of hooked up to electricity or water.

That way you don't have to deal with tenants, trash, or toilets. 

We added a new washer/dryer, installed crown-molding, baseboards, new toilets, and new vanities.

Does the water heater need replaced, what about toilet flappers and seals, any appliance on their last leg?

Carl,As a fellow property manager and real estate broker I think there are some key item to look for:Any moisture on the windows, around toilets, under sinks.

You don’t want 2am phone calls about a plugged toilet, they can help you get a good tenant, and they understand city requirements like POS and rental inspections etc. 

There are plenty of deals (even listed on the MLS) in the stable areas that there is no need to take a chance speculating on an up-and-coming neighborhood panning out.Also, I agree with the earlier post that you shouldn't make it clear you are from California.

I own a condo and my plumber found a toilet leak when recaulking ,the wax gasket never made contact with floor and there is lots of water under the toilet , not a flooding scenario , the toilet base is 100% caulked held in the water for years and there is no gap left in the back , now I need help if HOA can help here  or would it be the owner responsibility?

-I do not know how well Cumberland has recovered...I believe there were some efforts to revitalize the downtown area, and the old train station, but I don't know how well those efforts panned out (I haven't stopped in Cumberland for over 10 years).
