Is a lowly citizen simply so disconnected to the point that they're unable to find the lenders that would consider a situation like the one above?

Depending on how much work it needs to be up to par.Can you add a second bedroom and what is the rent.I know one investor all he does is rent out 1 bedrooms to Section 8 or Senior Housing and gets decent rents, no complaints and easy to manage.

You are correct in saying that you will not be given a housing allowance and will not be permitted to live out in town until you are either married or a SNCO, sometimes a senior NCO.
