If your goal is to operate and manage all the units as one large complex and package them for sale as one complex some time later then you might want to consider obtaining a commercial loan at today's low interest rates.

They got me on room service; and food service provided by a food establishment that is on or next to the hotel or motel grounds and that is operated in conjunction with the hotel or motel.

IMHO anything other than a clean contract negates or nearly negates the premise we are operating under- which is a bird in hand is better than two in the bush.

Not sure how things operate in Arizona, but I'm sure the process is similar for most HOAs.
