I think the HELOC is the perfect solution for your situation.

It's something that when used properly is a great solution for both buyer and seller. 

The solution was to require any sample found to contain 10% or less of asbestos by visual estimation to repeat the analysis using the point count method.

I am trying to figure out if this is worth it.I have been told the most cost effective, long term solution is to put vinyl siding over the current composite wood siding.

Political maneuvering/postering aside, I think city council is ultimately in favor of any affordable housing/homelessness solutions, so despite this initiative not making it on the ballot for this November, it's probably only a matter of time before Boulder raises the limit.
