Since most of the outlets were not grounded the city inspector said I either had to put in all two prong outlets or protect that whole circuit with a GFCI.

You haven't written an offer yet, so get it inspected if you don't have the expertise to do so yourself, assume the worst with anything that the inspector can't see, and write an offer With no contingencies.

And personally I would break the rehab and money draws down into phases and hire a home inspector/licensed contractor at $100-200/inspection to make sure the work was being done correctly before releasing funds.I have a friend now, an attorney who invested with me once, who made the mistake of not doing this with someone and is now basically losing her $125k investment.

Given you mentioned it's an older blding, have a good inspector take a look as part of your due diligence...There may be hidden expenses and deferred maintenance that could haunt you later.btw, I grew up not too far from you.
