Banks are a little overloaded with refinance requests from my experience (mostly working in NY, NJ, PA) so without previous relationships it may take a little while.

Build relationships with them. 

If you're staying local, I would say either rent to one tenant / family, self manage, or establish a great relationship with one of the renters that can take over landlord duties and you can cut their rent down $100 / mo or so. 

You’ll have better luck building a relationship with a local bank.

Imagine the long term relationship with placing tenants, handling repairs.

Quality PM's would realize it's a long term relationship.  

I recognize that relationships are a key factor in long lasting success and short term gains are just that.
