Marketing by telephone

I have 18 properties, and I don't mind throwing away a piece of mail from an investor "wanting to buy my property." But now I'm getting many texts and phone calls, which is really annoying. I hear people all the time (like on the BP Podcast) describing how they call, or even have Virtual Assistants call, and the hosts praise them for their brilliance. Isn't this form of telephone solicitation illegal? On the BP Podcast the bandit signs are often referred to as tacky, annoying, and illegal in some areas. So why is phoning encouraged?
