The ratio itself matters little until compared to surrounding areas, only then revealing which areas are more or less desirable than others. 

I would probably stick to the surrounding suburbs.

I challenge someone to look at rent controlled areas and compare the rent increase in the first few years after incorporating rent control compared to surrounding areas pre rent controlled.  

So back to a NECESSITY for ANY buyer having documented evidence of the terms surrounding there actions in showing to definitively make clear agency status. 

If I can get a solid feel of the surrounding through the internet, the broker sends me a video of the interior, and trained professional send me a property condition report, what value do I bring being at the property that I can't do remotely.Now I'm not saying you shouldn't go look at your real estate or travel if you are going to buy a building.
