Then 3 months later he submitted an official business complaint, and all of a sudden 2 days later they released all his funds because they were scared that he accused them of discrimination. 

@Nate ZieglerI have been accused of being over simplistic, but it seems like the best thing to do after self-educating on how to buy real estate is to ... buy real estate. 

If someone were to accuse them of being a shill for the RE industry there would be good evidence.

Also while not to accuse the property manager of being lazy but without appliances that lessens the calls they get so it may be easier for them to manage without them. 

But tread lightly if this is only an accusation.   

We found out today that one of the tenants on a lease has been accused of manslaughter.

If there are multiple tenants in the building I would suggest reaching out in order to make the problem known without necessarily accusing the subject tenant.

(even if you're not, it would be easy for someone to accuse you of that) 

and he accused the previous president of fraud by co-mingling person funds (which after I looked into it is a way to get around our bank's limitation of not being able to issue debit cards or support ZellePay for business accounts, therefore he used his personal account to pay some bills then write checks to himself to cover). 

But if they accuse me of fraud, attorney fees could eat the  $1,400 quickly.
