It is a lights only circuit and given the cost of copper putting in 12 was overkill/over cost.

You present the latter first to see if there is preliminary interest so that you don't waste their time or yours going into overkill on details with someone that has no interest in your story.So, before looking for investors, you need to have these two packages (Elevator Pitch & a full blown investment package) put together.

I think that would be overkill to scan every utility bill especially if you have a lot of properties.

But I agree with others that this is probably overkill and more of a hassle than anything else for an STR.It's also true that if your mortgage company finds out, they could activate a clause that says you need to refinance due to the ownership of the property changing.

Also, do you think its overkill to put an island in a rental or just leave it all open space... this will be a buy and hold...
