Just throw a number out or by the foot or what?

Just having this thought today on building my cash reserves for investing and wanted to throw the thoughts into BP.

If the reno doesn't add value (increase NOI), then doing it is simply throwing money away. 

My understanding is the that the former example would be permissible, but we just wanted to throw it on here and hear from the communities experiences.

Also they may pass up a better comp for a less appropriate comp that adjustments will provide a lower value (this is how I have gotten the token appeal increases but they typically do not throw out the worse comp but instead add the better comp to the comps).The appraisals so far have been the Achilles heal of our BRRRR process.
