My main concern was that with a HELOC I would not want to carry the additional payment for a long time, so maybe investing in a flip or something that would allow me to recoup the cash within a relatively short period of time would be most beneficial? 

Could somebody give me good advice for quick estimate the distressed house so that i can give a fair price.

I am not sure if that is normal, these guys are in the SF Bay Area, but they put in the labor to do their renovations on those periods of days that they are off and they seem to love the time fit between the two.
