Are next steps an environmental phase 1 study?

Any suggestions on RE study focus or mentor criteria to begin a 20-year plan in this city also appreciated.

@Kurt Bender Good point about determining on actuals, and I would certainly need to do so upon further study.  

Find the code and study it.I believe that many states if not most allow for an contractor's license exemption if the owner acts as GC playing the role as owner-builder of his/her's own home. 

Since i am not familiar in those 13 pages contract it will delay me coz i have to study those technical terms inside the contract.
