I actually did some digging and found in the code where it says: must be parked on a hard and durable surface, such as asphalt, brick or concrete or any surface permitted pursuant to § 156.052(C).They regularly have 2-4 cars in the grass, so I'm going to go have a little chat with them and see if they will move them voluntarily or if it will require threats of fines from code enforcement. Thanks for the feedback guys!

In 8th grade I finally got fed up with it and one time when I got picked on I picked up a "big wheel" (remember those) and threw it at the guy's head.

Sounds strange, but that is how many tenants think. And if the tenants have to do things like mow the grass, that smaller yard starts to look more appealing too.

As to the rate I don't know what the assessment is currently, @Steven Hamilton II just computed it above. If rates were that's what a 5yr CD was at that time I'd think you'd be safe as it would be above fed rate. And, that makes sense too. :)

The grass gets long and there's an oil spot in the driveway etc can really turn some folks inside out.
