I have similar problems with our plumbing and construction customers where customers negotiate, agree to a deal and then try to change the deal so they for something selfish that benefits them and with no concern or regards for your welfare.

Title of the thread made me believe the recently passed St Paul rent control had in some way been struck down saving the voters from their own ignorance.It does not take a rocket scientist to realize no new rental stock will be getting constructed which likely means no medium or larger multifamily will be constructed

Of course he will need them not to use any stairs for a week because you don't want them walking through a construction zone but it might be only a few days for a stairway and then most of the work is on your level.
